In the Undang Undang RI No. 14 of 2008 about Public Information Transparency, Chapter 1, General Provisions, Article 1 Explained that Public Agency is executive, legislative, judicial institutions and other agencies that the function and the main tasks is related to the administration of the state, which some or all of the funds sourced from State Budget and/or Regional Budget or non-governmental organisation to the extent that some or all of the funds sourced from State Budget and/or Regional Budget, community fundings, and/or overseas. Referring to this, Yogyakarta State University is one of the forms of Public Agency, that is obliged to carry out accordance with Undang Undang RI No. 14 of 2008.

Yogyakarta State University as a Public Agency obliged to provide, give and/or publish public information that is accurate, truthful, and not misleading. Besides, Yogyakarta State University as a Public Agency also needs to establish and develop information and documentation systems to manage public information properly and efficiently so that  it can be accessed easily.

As a tangible effort to carry out the obligations, Yogyakarta State University has established an Information and Documentation Management Officer (PPID) in the form of Chancellor's Decree. PPID officer is an official who is responsible for the storage, documentation, provision, and or public information service. The main activity of PPID is to provide Public Information Service in accordance with the mandate of Undang Undang No. 14 of 2008, about Public Information Transparency.

Furthermore, in the structure of PPID Kemendikbudristek, PPID UNY is an executive PPID, hereinafter referred as PPID UNY. For now, the presence of PPID UNY is in accordance with the Chancellor’s Decree, Number 2.4/UN34/V/2021, about Information and Documentation Management Officer Yogyakarta State University, dated May 4, 2021.
